The following appeared in the Valley News. <BR/><BR/>To curb the growth, he proposed:<BR/><BR/>* Freezing per-pupil spending at current levels -- the statewide average is $11,621, but districts spending more than that would be allowed to continue doing so. If local districts want to boost spending beyond current levels, they would have to raise the money from residential -- not business — taxpayers.<BR/><BR/>* Moving $40 million in annual costs for the teachers' retirement fund from the general fund, which pays for a broad range of state services, to the education fund.<BR/><BR/>* Trimming the amount transferred from the general fund to the education fund, which is currently at $298 million, by $23 million, in keeping with reductions in the broader general fund. Douglas aides said he would pay for the early and higher education spending increases with that money.<BR/><BR/><BR/>“If we do not take action to restore the equilibrium between the general and education funds, we risk devastating spending cuts,” the governor said.<BR/><BR/>He also appealed to lawmakers to work with him to achieve long-term savings on schools. “We must also be prepared to examine school consolidation, governance, special education costs and other opportunities to achieve efficiencies.”<BR/><BR/>Be sure to read the rest of the story at http://www.vnews.com/01092009/5305120.htm.
